Data protection laws in Singapore and the European Union have been in force for quite some time - more than eight years for the Personal Data Protection Act and almost four years for the General Data Protection Regulation (GDPR). As more jurisdictions around the world, including China, India and ASEAN, implement their data protection laws, these frequently asked questions are worth examining:

Heis the author of “99 Privacy Breaches to Beware of” and a well-qualified consultant and trainer, achieving the Fellow of Information Privacy (FIP), awarded by the International Association of Privacy Professionals (IAPP). In addition, he is a governance, risk management and compliance professional (GRCP) under the Open Compliance Ethics Group (OCEG) and an official OCEG trainer. With his background in privacy and GRC, Kevin is a leading speaker in this field and consults regularly with and for government regulators and policymakers.

Dr Prapanpong Khumon

Associate Dean at School of Law, University of the Thai Chamber of Commerce, Thailand

Aside from serving as the Associate Dean, Dr Prapanpong, LL.B (Chulalongkorn), LL.M (London), Ph.D. (London), has also served as Advisor to Secretary-General of the Personal Data Protection Commission in Thailand. He is also Chairperson of the Academy of Public & Enterprise Policy and Regulation, which provides consulting and research services for private and public institutions in the fields of personal data protection, media regulation, telecommunication policy and policy regulation. He has published numerous scholarly articles on cross-border data protection and trade, and leads several research projects for the National Broadcasting and Telecommunications Commission of Thailand (NBTC) and Ministry of Digital Economy and Society. His research revolves around shaping policies in media regulation, telecommunications liberalisation and personal data protection.

Raymund Enriquez Liboro

Former Privacy Commissioner and former Chairman, National Privacy Commission, The Philippines

Raymund is a seasoned ICT convergence and communications and public administration professional. Having been appointed as the Philippine’s first Privacy Commissioner in March 2016, he fast-tracked data protection policy development in the country with the issuance of the Data Privacy Act’s Implementing Rules and significant policy circulars within the first year of National Privacy Commission's (NPC) establishment – effectively working for the country’s data privacy and protection rules to be on par with global data protection regulations. Liboro also successfully developed and launched the NPC Philippine Privacy Trust Mark during his term. 

In October 2018, he put the country on the world stage by earning the Philippines a voting seat on the exclusive five-member executive committee of the Global Privacy Assembly (GPA). Liboro also chaired the GPA COVID-19 Taskforce in 2020. During his term as chairman, the NPC chaired the first ASEAN Data Protection and Privacy Forum in 2019.

Lyn Boxall

Fellow of Information Privacy, CIPP/E, CIPP/A, CIPM

Lyn Boxall is a lawyer based in Singapore, Lyn practices as Lyn Boxall LLC, a law firm that she established in March 2015. Lyn specializes in data protection and information security and also practices general commercial law for a wide range of local and international clients. Prior to setting up her firm, Lyn worked for many years in various legal and business capacities with multinational corporations.

Lyn holds Bachelor degrees in Commerce and Law from The University of Melbourne and a Master of Laws (Intellectual Property) degree from Monash University. She is an advocate and solicitor of The Supreme Court of Singapore and a Member of the New York Bar, as well as being admitted to practice law in the State of Victoria, Australia, and in England and Wales.She is one of the authors of “99 Privacy Breaches to Beware of”.

Bay Chun How

Director, Consumer Services and Investigation (CS&I), PDPC

Chun How is the Director of Consumer Services and Investigation (CS&I) with the Personal Data Protection Commission (PDPC). Consumer Services receives data breach notifications from organisations, hear complaints from individuals, and facilitate mediation between the parties. Investigation finds facts in relation to data breach incidents to determine the appropriate actions to take against organisations. Prior to joining IMDA, Chun How was a Deputy Director at the Corrupt Practices Investigation Bureau (CPIB). He has led the investigations of high-profile corruption cases in the public sector and against listed companies in the private sector. With two decades of experience in the public service, Chun How is familiar with data analysis, policy formulation, development of international standard, and running a training outfit.
